Skilled visas in the 189, 190 and 491 family require a minimum of 65 points to submit an expression of interest. That minimum is only the entry ticket. In most occupations the scores actually being invited sit well above it, which is why two people with identical eligibility can have completely different outcomes.
Points come from a fixed set of categories. Age and English usually do most of the work, and the areas people most often overlook are partner points, community language accreditation and state nomination.
It is the score currently being invited in your occupation. If your score sits at the minimum, the practical question becomes which lever you can realistically move: English, a nomination, regional commitment or additional experience.
